Presentation of the Action “Strengthening existing businesses of the RIS3 strategy”

The Region of Eastern Macedonia and Thrace (EMTH) publishes the call for the action “Strengthening existing enterprises of the RIS3 strategy”, within the framework of the Regional Program 2021-2027.

The action aims to strengthen the sustainability, competitiveness and innovation of micro, small and medium-sized enterprises operating in the region and in sectors aligned with the RIS3 strategy (Smart Specialization).

Basic Information on the Action

Total Public Expenditure: 30 million euros.
Granted Budget:
From €70,000 to €600,000 for aid under Regulation (EU) 2831/2023 (de minimis).
From €300,000 to €1,000,000 for aid under Regulation (EU) 651/2014 (GDPR).
Aid Rate: 50% of the total budget.
Conditions for Inclusion of Enterprises

To be included in the action, enterprises must meet the following conditions:

Legal Form & Eligibility:
Be micro, small or medium-sized enterprises.
Be active in RIS3 priority sectors, according to the Activity Code Numbers (KAD) mentioned in the call.
Financial & Administrative Status:
Have completed at least two full closed administrative years.
Not be under bankruptcy, liquidation or compulsory administration.
Not have any pending recovery of state aid from a previous illegal grant.
Eligibility Characteristics of the CAC:
Companies must have primary or secondary CACs with the highest revenues in sectors such as:
Materials, construction and industry.
Tourism, culture and creative industries.
Agri-food chain.
Environment and circular economy.
Life sciences, health, pharmaceuticals.
Transport and supply chain.
Sustainable energy.
Digital technologies.
Eligibility of Expenditure:
Eligible expenditure includes investments in intangible and tangible assets, equipment, consultancy services, software development, as well as promotion and advertising services.
Financial Sustainability:
The amount of the subsidized budget must not exceed the highest turnover achieved in one of the last two management years (2022 or 2023).
Private Participation:
Companies must prove that they have 60% of the private participation required for the implementation of the project.
Use of Financial Regulations:
Choice between Regulation 2831/2023 (de minimis) or 651/2014 (GAK). This choice is made when submitting the application and cannot be changed at a later stage.
Submission of Applications

Start of Submissions: October 16, 2024, 09:00.
End of Submissions: December 18, 2024, 14:00.
Submission Platform: Integrated State Aid Information System (www.opske.gr).
Important Notes

The selection of beneficiaries will be made through comparative evaluation, while the complete implementation process (submission, evaluation, payment) will be carried out electronically through the OPSKE.
